This might also be caused by an internet filter, such as SafeEyes. If you have such a filter installed, try adding appspot.com to the list of allowed domains.

Depending on where I'm living in the US, I am used to either seeing lots of Chinese or no Chinese. Similarly for languages like Spanish, Japanese, and Vietnamese. I wonder if there is Chinese on the NYC ballot because there are many Chinese speakers there, whereas in other areas the language selection would be different?

And everywhere you go, all the shower products are in English and French--not because there are many French-only speakers in the US, and maybe because they want to sell the same packaging to multiple countries, but probably also because they want American women to feel like beautiful French ladies.

In Berkeley, California the ballots and all the info packets describing ballot measures and such are in English, Spanish, Chinese, Vietnamese, and Tagalog.
